Cowley County was first a part of Hunter County, then a part of Irving County before gaining its own identity. The borders of Cowley County were surveyed in 1867; the official government survey of the interior was made January l871. Attached to Butler Co "for judicial purposes." on 02 Mar 1867. Fully organized on 28 Feb 1870, detached from Butler Co.
